NOACA receives approximately $51 million annually in funds from the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Ohio Department of Transportation (ODOT) to allocate to projects in its five counties. The NOACA Board of Directors determines which transportation improvement projects will receive federal funds in the NOACA region.

Congestion Mitigation and Air Quality (CMAQ) CMAQ funds can only be used for projects that help reduce traffic congestion and improve air quality. They may be used for traffic signal upgrade projects, bus replacements, bike facilities, intelligent transportation system improvements, transit center and Park-N-Ride construction – and for conducting NOACA's Air Quality Program. NOACA is part of Ohio’s Statewide Urban CMAQ Committee, which determines annual fund distribution for this program. Once projects are recommended for CMAQ funding by the NOACA Board of Directors, final funding decisions are made by OSUCC. |

Enhanced Mobility for Seniors and Individuals with Disabilities Program (Section 5310) Provides capital and operating grants to assist private non-profit corporations and public agencies who offer coordinated transportation services that are planned, designed, and carried out to meet the needs of seniors and individuals with disabilities in the Cleveland Urbanized area. |

Transportation for Livable Communities Initiative (TLCI) The TLCI program consists of two components: the planning grant and the implementation grant. The planning grant component helps local partners fund planning studies that can lead to improvements to transportation systems and the neighborhoods they support. The planning grant program has led to dozens of completed studies over the past decade. |

Surface Transportation Block Grant Program (STBG) These funds are the most flexible and may be applied to road and bridge projects, transit projects, bikeways, pedestrian, safety, planning, and TLCI projects. |

Transportation Alternatives These funds are used for pedestrian and bicycle facilities, safe routes for non-drivers, recreational trails, community improvement activities, environmental mitigation, and more. |
