Because of the lead time required to process project applications and obtain comments, NOACA posts an annual Project Planning Review Schedule (PPR) schedule. The PPR schedule was modified to coincide with the Board of Directors' meeting schedule, provide additional lead time to review and process project applications and align with the Ohio Department of Transportation's (ODOT) Statewide TIP (STIP) amendment schedule. 

In order for a proposed project to be considered for project planning review, a sponsor must complete a NOACA TIP Project Amendment and Modification Form with all required attachments, in accordance with the following schedule: 

• 2Q SFY 2027 - December 2026 Plan/TIP amendment (January 2027 STIP amendment) Complete materials must be submitted to NOACA by June 1, 2026.
