History/Background: The Cuyahoga County Department of Public Works (CCDPW) is the sponsor of a roadway rehabilitation project along 0.97 mile of Clague Road, from Lorain Road (SR-10) to Marion Road, in North Olmsted. This project is programmed in the NOACA SFY 2024 - 2027 Transportation Improvement Program (TIP) with a total cost of $860,988, including $593,750 of NOACA funding. The estimated cost has increased from $860,988 to $2,848,970.  The sponsor reports this is due to the widening of Clague Road at the Maple Ridge intersection to accommodate a dedicated left turn lane.

NOACA’s Regional Transportation Investment Policy states the following:
Projects already on the Plan or TIP that request a change of scope or significant cost increase (greater than 20 percent) must go through PPR (Project Planning Review) again.

Proposed Project: The proposed project involves widening (approximately 600 feet) of the pavement to install a left turn lane, rehabilitation of the pavement base and resurfacing of Clague Road from Lorain Road to Marion Road, in North Olmsted (location map). This project will also install new curbs along the intersection approaches with drainage inlets that tie into the existing drainage system, replacement of the existing traffic and pedestrian signals, and construction of new ADA (Americans with Disabilities) compliant curb ramps. The project’s estimated total cost, provided by the sponsor, is $2, 848,970, including the original $593,750 in NOACA funds and $2,255,220 in local funds.
