Proposed Source of Federal Funds: Jobs & Commerce Economic Development (JCED) Program
History/Background: The Jobs & Commerce Economic Development (JCED) Program provides funding for transportation projects that promote job creation, job retention and private sector investment. The JCED program is managed by ODOT’s Office of Jobs & Commerce.
Proposed Project: The proposed project involves a feasibility study and a detailed investigation of alternatives of the traffic impacts on SR-2 and multiple City of Cleveland streets if a pedestrian crossing to the lakefront, connecting Downtown Cleveland, is constructed. A pedestrian bridge to the lakefront, with surrounding infrastructure improvements, will separate pedestrian and vehicle movements (illustration and concepts A - E).
The estimated cost of the planning phase is $1,088,297. Tasks associated with the planning phase include project initiation, data collection ($645,155), stakeholder involvement and public involvement plan ($41,833) and project management for planning phase ($401,309). The estimated cost to develop preliminary alternatives is $405,506. Development of preliminary alternatives will involve preparation and completion of the feasibility study report.
Staff Comment (Summary):
CONDITION:
- Evaluate additional alternatives for the alignment of the pedestrian crossing that minimize impacts to the existing roadway network, including connecting the lakefront via a land bridge that does not require the removal or lowering of SR-2.
- NOACA will host a public meeting for evaluation and input into the identified alternatives.
RECOMMENDATION:
- The feasibility study to narrow down the presented alternatives seems to rely heavily (perhaps only) on the results of the traffic capacity analysis and intersection LOS results. Criteria for narrowing down the alternatives should also include other criteria related to safety, bicycle level of traffic stress, multimodal connectivity, economic development
INFORMATION:
- Erieside Ave. is an intermodal connector for the port facilities, making it one of the most important roads in the freight system. East 9th and West 3rd north of SR2 are also part of this intermodal connector. To the extent the project could remove pedestrians or passenger vehicles from these streets, it would help freight movements, but it is also possible a redesign may create freight congestion. Studying potential impacts is important to ensure efficient freight movement and not create bottlenecks.
- SR-2 is a major roadway facility that provides access to the two largest job centers in the region. SR-2 also carries approximately 40,000 vehicles a day, and is a significant part of the transportation system capacity that connects the east side of Cleveland to the west side going through downtown.
