History/Background: This project is included in the NOACA SFY 2024 - 2027 Transportation Improvement Program (TIP).

Cuyahoga County Department of Public Works proposes to reduce the scope of this project due to significant cost increases. Updated planning level estimates to rehabilitate the entire facility were approximately $6,500,000. The project sponsor proposes updating the eastern terminus of the project from Broadview Road to State Road. This would decrease the project length from about 2.25 miles to about 1.25 miles. The segment proposed to remain within the scope has worse pavement conditions than the segment proposed to be removed from the project scope. The cost estimate for this segment is $2,932,806.70, and is above the initial estimated cost of the project as originally scoped. The City of Parma has provided a letter supporting this reduction of scope with the proposed termini limits.

Staff Comment: Construction phase cost estimates have increased by over 100% for this project. Performance of work on the segment with the greatest pavement degradation and which is more than 50% of the initial corridor length on schedule is a preferred resolution to the challenge at hand.
