Roadway Rehabilitation on Superior Road in East Cleveland and Cleveland Heights

History/Background: The City of Cleveland Heights is the sponsor of a roadway rehabilitation project along 0.85 mile of Superior Road, from Lee Road to the Cleveland Heights west corporate limit (WCL), in Cleveland Heights. The project was approved for $642,893 of NOACA funding on September 13, 2019 (Resolution 2019-045). The project is included in the NOACA state fiscal year (SFY) 2021 – 2024 Transportation Improvement Program (TIP), programmed in SFY 2022.
The Cuyahoga County Department of Public Works (CCDPW) is the sponsor of a roadway rehabilitation project along 1.07 miles of Superior Road, from Mayfield Road to Euclid Avenue, in Cleveland Heights and East Cleveland. The project is included in the CCDPW Capital Improvement Maintenance Plan, dated January 28, 2021. The project’s estimated construction cost is $2,657,107.
The City of Cleveland Heights and the CCPDW have agreed to combine their respective projects into a single project to be administered by the CCDPW.
NOACA’s Regional Transportation Investment Policy states the following:
Projects already on the Plan or TIP that request a change of scope or significant cost increase (greater than 20 percent) must go through PPR (Project Planning Review) again.
The change in length, from 0.85 mile to 1.70 miles, and the associated change in cost, from $642,893 to $3,300,000, require the project be processed through project planning review.
Proposed Project: The proposed project involves rehabilitation along Superior Road, from Euclid Avenue to Lee Road in East Cleveland and Cleveland Heights (location map). Work will include pavement resurfacing with spot curb replacement, base repairs, ADA (Americans with Disabilities) accessible curb ramps and drainage structure and manhole adjustments.
The project’s estimated total cost, provided by the sponsor, is $ 3,564,001. The estimated cost of construction (C) is $3,300,000, including the original $642,893 in NOACA funds and $2,657,107 in local funds. The estimated cost of construction engineering (CE) is $264,001, which will be locally funded.
Staff Comment (Summary):
- Entire limits of Superior are identified for bicycle accommodations on draft eNEO 2050 Appendix 10-6 in the mid-range time period. Consider incorporating on-street bike lanes or other acceptable treatment (such as sharrows), based on an evaluation of on-street parking demand, on this project or a future pavement marking maintenance project.
- Consider including the recommendations from the 2013 Missing Links TLCI (Transportation for Livable Communities Initiative) Study sponsored by Cleveland Heights. Superior was identified as a key link. From Euclid to Coventry. Bike lanes and/or a widened sidewalk on the northeast side were recommended. From Coventry to Mayfield, bike lanes were recommended along with repurposing of the median to provide left turn lanes as needed. A multi-use trail was also recommended for consideration on the northeast side of Superior in this section. Consider incorporating on-street bike lanes or other acceptable treatment (such as sharrows), based on an evaluation of on-street parking demand.
