History/Background:

The Congestion Mitigation and Air Quality (CMAQ) program provides funding for transportation projects and programs that reduce congestion and improve air quality for areas that do not meet National Ambient Air Quality Standards for ozone, carbon monoxide, or particular matter. The selection of projects is in accordance with the policy established by the Ohio Statewide Urban Congestion Mitigation and Air Quality Committee (OSUCC), created in November 2012.

The following projects were recommended for CMAQ funding by the NOACA Board of Directors in September 2019 (Resolution 2019-046) and the Statewide CMAQ Program Committee in November 2019:

  • CUY GCRTA 2024-2025 BUS REPLACEMENTS - This project involves the replacement of 16 2014 Series 3200 New Flyer Diesel 60-ft. vehicles with 16 CNG (compressed natural gas) BRT (bus rapid transit) 60-ft. vehicles. The project also involves the replacement of 7 2014 Series 3250 New Flyer Diesel 60-ft. vehicles with 7 CNG 60-ft. vehicles.  The estimated total cost, provided by the sponsor, is $20,750,000. The project will be funded with CMAQ funds ($16,600,000) and local funds ($4,150,000).

  • LAK LAKETRAN VEHICLE REPLACEMENTS - This project involves the purchase 12 light transit vehicles (LTVs) or cutaway replacements and 8 replacement vans to operate Dial-a-Ride service.  Laketran replaces aging vehicles for Dial-a-Ride service yearly as funding becomes available. Laketran maintains a five year contract with a single vendor with options to order buses as needed throughout the life of the contract. Laketran will be ready to authorize the purchase of additional vehicles in SFY 2025 upon funding becoming available. The estimated total cost, provided by the sponsor, is $2,380,000. The project will be funded with CMAQ funds ($1,904,000) and local funds ($476,000).
