History/Background:

The project involves reconstructing I-90 in the Cleveland Innerbelt Central Interchange from East 9th Street to Carnegie Avenue as part of the overall Cleveland Innerbelt Modernization Plan. As part of the project, the East 22nd Street and Carnegie Avenue bridges over I-90 will be replaced. In June 2023, the project scope was revised to incorporate multimodal enhancements of the East 22nd Street bridge and additional connectively enhancements enabled by the demolition of the former Cuyahoga County Juvenile Justice Center. 

Cuyahoga County and the City of Cleveland took steps for disposal of the former JJC building to incorporate improved community connection for the Central Neighborhoods to Downtown Cleveland.  The project includes improvements to E. 22nd- Street, the E. 22nd Street bridge over I-90, Cedar Avenue, and a Midtown Connector roadway between Cedar Ave and Carnegie Ave.  The I-90 EB off ramp to Carnegie Ave/E. 22nd St. has been shifted to land and is split to align with Cedar Ave- (North) and Central Ave (South). The E.22nd St. (North) split leads to Carnegie Avenue through use of Cedar Ave and the new proposed connection road, Midtown Connector.

The Construction phase has increased due to increase in material costs, a redesign of the E.22nd St bridge due to the removal of the Juvenile Justice Center, special geotech fill needed because of poor soil in this area, and inflation.  There is a deficit of $115M which ODOT has confidence the project will be awarded TRAC funding by the end of the 2024 calendar year to cover the deficit of uncommitted funds.
