Review Transportation Needs and Provide Updates
NOACA is developing its 2028 - 2031 Transportation Improvement Program (TIP) that will become effective July 1, 2027, and continue through June 30, 2031. The TIP contains road, bridge, public transit, bicycle, and other transportation projects for NOACA’s five counties in northeast Ohio. NOACA initiated this process utilizing funding priorities found in its Long-Range Plan (LRP), weNEO2050+, and has prepared a preliminary list of multi-modal transportation projects to engage community leaders in the selection process.
The largest component of NOACA attributable funding focuses on roadway preservation priorities, which were derived from the Transportation Asset Management Program (TAMP) and are enumerated as minor projects in the LRP. TAMP is an objective data-driven methodology that prioritizes projects with the goal of achieving a state of good repair of the transportation system. The list contains roadway segments with a pavement condition rating (PCR) of 65 or less and for which the optimum time for repair is 2028-2031.
