About The Program

The Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) program provides capital grants to assist governments, transit agencies, and other transportation providers who offer coordinated transportation services that are planned, designed, and carried out to meet the needs of seniors and individuals with disabilities in the Cleveland Urbanized area. 

Eligible Projects

Eligible capital projects include vehicles, communication equipment, computer hardware/software, mobility management, and accessibility improvement requests. All capital assets require a 20% local match. Public Transit Agencies and non-profit providers with large fleets (at least 11 revenue vehicles) can also apply for operating funds, which require a 50% local match. Projects must align with the goals and objectives of NOACA’s regional Coordinated Public Transit-Human Services Transportation Plan Mobilize: Accessibility for Independence.

What the Program Provides

The program funds 80% of the cost of capital projects and the remaining 20% must be covered by local funding. Operating funds are available at 50% with a 50% local match required.

Application Process

Applications for the State Fiscal Year 2027 competitive application round were due on May 1, 2026. Transit agency requests for that round were due April 24, 2026. The next application round is expected to start in calendar year 2027.
