Brownfields are properties where hazardous substances, pollutants, or contamination may be present, thus complicating site expansion, redevelopment, or reuse. 

In 2022, The United States Environmental Protection Agency (U.S. EPA) awarded a Brownfields Revolving Loan Fund (RLF) Grant to the Northeast Ohio Areawide Coordinating Agency (NOACA) and Vibrant NEO Coalition (Coalition). NOACA is the fiscal officer for the RLF. The RLF supports the clean-up of brownfield sites through loans and sub-grants. Funds may be used to clean up hazardous substances or petroleum at properties located in a 12-county region of Northeast Ohio consisting of Ashtabula, Cuyahoga, Geauga, Lake, Lorain, Mahoning, Medina, Portage, Stark, Summit, Trumbull, and Wayne Counties.

Applicants from the 12 counties are encouraged to apply for loans or sub-grants. A Brownfields Steering Committee, formed by the Coalition, reviews RLF applications and makes quarterly recommendations to the Coalition.

Applications received by August 18, 2025, will be considered at the Steering Committee meeting scheduled on October 17, 2025.

Remediation Projects in Progress – Administrative Record

The needs and concerns of residents who will potentially be affected by the proposed cleanup and future redevelopment of the site will be addressed by a Community Involvement Plan (CIP) specifically developed for each property. 

Records related to individual sites are maintained by NOACA in cooperation with the site owner. These records may be stored at government offices, a library, or another public building. All program records will also be maintained in the NOACA offices. The electronic location of the Administrative Record for each Remediation Project in Progress is listed below.
