Working to Improve the NOACA Region (WIN) Agreements

The Connections 2030: A Framework for the 2030 Transportation Plan recognizes that partnerships are vital to achieving the region’s transportation goals. NOACA’s Governing Board initiated the Working to Improve the NOACA Region (WIN) Program to obtain the commitment of project sponsors and planning partners to the goals of the Transportation Plan.

NOACA is implementing the WIN Program by entering into voluntary agreements with project sponsors, communities and other organizations, called WIN Agreements. A WIN Agreement solidifies the relationship, supports decisions and actions that are achieved mutually, and defines the roles and responsibilities of NOACA and its planning partner.

To date, NOACA has established WIN Agreements with the following planning partners:

  • Beachwood Transportation Management Organization
  • Ohio Department of Transportation
  • Greater Cleveland Regional Transit Authority
  • Lorain County Transit
  • Laketran
  • Medina County Transit
  • Geauga County Transit
