Title: Resurface Wilson Mills Road in Munson Township
Sponsor: Geauga County Engineer
Estimated Total Cost: $800,000
Proposed Source of Federal Funds: NOACA
History/Background: On September 30, 2009, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 09-176, to improve sections G - L of Wilson Mills Road (CH-8) in Munson Township.
Current Conditions: Wilson Mills Road is functionally classified as a rural major collector, from Heath Road to Fowlers Mill Road, and as an urban collector, from Fowlers Mill Road to the City of Chardon’s south corporation line (SCL). Wilson Mills Road is a two-lane facility. The pavement width is 26 feet with lanes eleven feet wide and paved shoulders two feet wide. The width of the existing right-of-way is 60 feet. The posted speed limit is 45 miles per hour. The average daily traffic is 6,800 vehicles per day with 2.4 percent trucks (2009).
Proposed Project: This project involves resurfacing the lanes and shoulders along 4.49 miles of Wilson Mills Road (sections G - L), from Heath Road to the Chardon south corporation line, in Munson Township (location map). The proposed lane and shoulder widths will remain the same as the existing widths. The preliminary engineering and right-of-way costs will be borne by the sponsor. Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The estimated construction cost is $800,000. The sponsor requests eighty percent ($640,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($160,000). The project can be designed and ready to construct by July 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2008, the Pavement Condition Rating (PCR) on Wilson Mills Road between Heath Road and the Chardon SCL was 71, which is in the fair range; at the time of construction (July 2011) is predicted to be 61, fair to poor condition. The RPMS system recommends that major rehabilitation occur on this section of Wilson Mills Road.
- This roadway doesn’t conform to USDOT guidelines, but it is resurfacing only with no restriping opportunities.
