Title: Resurfacing Wilson Mills Road (CH-8), in Chester Township

History/Background: : On May 3, 2007, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 07-083, to improve sections D – F of Wilson Mills Road (CH-8) in Chester Township.

Current Conditions: Wilson Mills Road is functionally classified as an urban collector. It is a two-lane facility with lanes eleven feet wide, paved shoulders 2 feet wide and graded shoulders 3 feet wide. The existing pavement width is 26 feet. The posted speed limit is 45 miles per hour (mph), from SR-306 (Chillicothe Road) to Parker Drive and 35 mph from Parker Drive to the Chester Township line. The average daily traffic is 5,580 vehicles per day with 1.9 percent trucks (2003).

Proposed Project: This project involves resurfacing the lanes and shoulders along 4.58 miles of Wilson Mills Road (sections D - F), from SR-306, to the Chester Township/Munson Township line in Chester Township. The proposed lane and shoulder widths will remain the same as the existing widths. The preliminary engineering and right-of-way costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The estimated construction cost is $750,000. The sponsor requests eighty percent ($600,000) of the construction (C) cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($150,000). The project can be designed and ready to construct by June 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The most recent (2006) pavement survey data shows that the overall Pavement Condition Rating (PCR) on this segment is 72 (fair condition). By 2010 (estimated year of construction), the regional pavement management system (RPMS) estimates the PCR on this segment to be 59 (fair to poor condition). The RPMS recommends major rehabilitation for this section of Wilson Mills Road in 2010.
  • This is a resurfacing only project. A field visit indicated that there is not a continuous 2' paved shoulder. It would be an improvement for cyclists to be sure that after the road is resurfaced, a 2' paved shoulder is provided.
