Major rehabilitation of the Whitehouse Crossing Bridge in Garfield Heights

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2005-025 and as a proposed amendment to the TIP by adopting Resolution 2005-026 on June 10, 2005.

History/Background:  This project is included in ODOT District 12’s Major Bridge Program.

Current Conditions: SR-14 (Broadway) is functionally classified as an urban principal arterial. SR-14 is a four-lane facility with outside lanes fourteen feet (14’) wide, inside lanes thirteen feet (13’) wide and sidewalks five feet (5’) wide. The legal speed limit is 35 miles per hour (mph). The average daily traffic (ADT) is 15,950 vehicles per day with six percent (6%) trucks (2003 count).

Proposed Project: This project involves major rehabilitation of the Whitehouse Crossing Bridge (SR-14), over the Norfolk-Southern Railroad, at Henry Street, in Garfield Heights. Eighty percent ($10,160,000) of the construction (C) cost will be funded with Bridge (BR) funds. ODOT will fund the 20% ($2,540,000) non-federal share. This project has an award date of January 2008 (SFY 2008).

Staff Comment (Summary):

Plan/Forecast Team:

  • Recommend that this project go to the RTIS and TAC for consideration. This project will serve Urban Core and primary E.J. populations.
Regional Transportation System (RTS) Team:
  • The General Appraisal rating is 4 (poor) and the Sufficiency Rating is 44.6 (poor).
  • Whitehouse Crossing is categorized as for experienced cyclists only on the Cuyahoga County Bike Transportation Map. At both ends, Broadway is also categorized as for experienced cyclists only. Considering the ADT, speed, and truck traffic on this bridge, federal guidelines call for 15’ wide curb lanes for experienced cyclists and 6 foot bike lanes for new, casual, and young riders. This project has 14’ wide curb lanes.
  • The project has and will have a 5’ sidewalk on each side.
