Resurfacing Washington Street in Bainbridge Township and Auburn Township

Title: Resurfacing Washington Street in Bainbridge Township and Auburn Township

History/Background: : On May 3, 2007, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 07-084, to improve sections C – F of Washington Street (CH-606) in Bainbridge Township and Auburn Township.

Current Conditions: Washington Street is a two-lane facility. The pavement width varies between 31 and 40 feet. Washington Street is functionally classified as a rural major collector. The speed limit varies from 35 miles per hour (mph) on section C and 45 mph on sections D - F. The average daily traffic (ADT) is 9,900 vehicles per day with 3.1 percent trucks (2003).

Proposed Project: This project involves removing the existing asphalt surface and resurfacing the lanes (and shoulders) with asphalt along 3.70 miles of Washington Street (sections C - F), from SR-306 (Chillicothe Road), in Bainbridge Township to Munn Road (CH-32), in Auburn Township. The proposed lane and shoulder widths will remain the same as the existing widths. The preliminary engineering and right-of-way costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The estimated construction cost is $600,000. The sponsor requests eighty percent ($480,000) of the construction (C) cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($120,000). The project can be designed and ready to construct by summer 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The most recent (2006) pavement survey shows that the overall Pavement Condition Rating (PCR) on this segment is 76 (good condition). By 2010 (estimated year of construction), the regional pavement management system (RPMS) estimates that the PCR on this segment will be 63 (fair to poor condition). The RPMS recommends major rehabilitation for this section of Washington Street in 2010.
  • For a project with the ADT, speed, truck traffic, etc. of this project, Selecting Roadway Design Treatments to Accommodate Bicycles, published by the Office of Safety and Traffic Operations R&D of USDOT, makes the following recommendations:
    . Experienced riders: 15’ curb lane
    . New, casual adults and teenagers: 6’ bike lane
  • Stripe the south lane to 12' and post "Share the Road" signs.
