Title: Resurface Washington Street in Auburn Township

History/Background: On December 11, 2003, the Geauga County Board of Commissioners approved Resolution No. 03-192, to improve sections G through J of Washington Street in Auburn Township. As a result of a technical corrections bill to the Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP), item 2637 (construction and road improvements to Hubbard Road, in Burton Township), was replaced with an open-ended project, of which the Geauga County Engineer (project sponsor) selected Washington Street.

Current Conditions: Washington Street, functionally classified as a rural major collector, is a two-lane facility with lanes 11 feet wide. The existing pavement is 28 feet wide. The street has graded shoulders approximately six feet wide and treated shoulders, approximately four feet wide, with curbs on the south side and guardrails. The speed limit varies from 45 to 55 miles per hour (mph). The average daily traffic (ADT) is 6,300 vehicles per day with 5.2 percent trucks (2003).

Proposed Project:  This project involves removing the existing asphalt pavement and shoulders along 3.037 miles of Washington Street (sections G – J), from the Munn Road (CH-32) to Ravenna Road (SR-44) in Auburn Township. The lane widths will be retained. The estimated total cost, provided by the sponsor, is $450,000. Eighty percent of the construction (C) cost ($360,000) will be funded with SAFETEA-LU funds. The Geauga County Engineer will provide the non-federal share of construction ($90,000).

The preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The design parameters for this project will meet ODOT 3R design standards, and Geauga County local standards will be used. The project can be designed and ready to construct in the summer of 2007.

Staff Comment (Summary):

Transportation Improvement Program (TIP) Team:
  • This project serves NOACA’s System Preservation Goals.
  • Advance to committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition rating (PCR) for the project area is 68 (the fair range). Without any maintenance done on this section, in 2007 (the year of construction), the RPMS software degrades the PCR in this area to 55 (in the poor range).
Committee Review:

Bicycle Advisory Council (BAC):
  • Pave shoulders and maintain them so they don’t become debris-filled.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan.
Intergovernmental Review and Consultation (IGRC):
