Traffic Signal Improvements along Walker Road, Lake Road and Avon Belden Road (SR-83) in Avon Lake

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-029 on June 11, 2004.

History/Background:
The Avon Lake City Council passed Resolution No. 132-2003, authorizing the Mayor to apply for NOACA attributable funds to upgrade the traffic signal system in the City of Avon Lake. The city upgraded the signal at the intersection of Walker Road and Avon Belden Road in Summer 2003, which will serve as a base for the proposed signal upgrade of citywide system

Current Conditions:
The signals along Walker Road, Lake Road and Avon Belden Road in Avon Lake are outdated and do not include pre-emption. Avon Belden Road is functionally classified as a minor arterial. Lake Road is functionally classified as a principal arterial. Walker Road is functionally classified as a collector. According to NOACA’s Lorain County Highway Traffic Count Map, dated 1993 – 2001, the average daily traffic (ADT) is as follows:

  • Avon Belden Road from Chester Rd. to Walker Rd. is approximately
  • Lake Rd. from Miller Rd. to SR-83 is approximately 6,800; from SR-83 to Lorain county line is approximately 8,400;
  • Walker Rd. from Miller Rd. to Moore Rd. is approximately 4,900; Moore Rd to SR-83 is approximately 6,750; SR-83 to Jaycox Rd is approximately 9,700; Jaycox Rd to Lorain county line is approximately 5,350.
Proposed Project:
This project involves upgrading and replacing signals at nine intersections along Avon Belden Road, Lake Road and Walker Road. The work will involve interconnecting signals and include new signal supports, signal heads, loop detectors, pedestrian signals and pre-emption. The total cost of the proposed project is estimated to be $780,000 ($100,000 – Right-of-way; $680,000 – Construction). Eighty percent ($544,000) of the construction cost can be funded with Congestion Mitigation Air Quality (CMAQ) funds or Surface Transportation Program (STP) funds.

Staff Comment(Summary):
  • This project will satisfy NOACA’s Framework for Action 2025 Goal #3 (Preserve and Improve the Efficiency of the Existing Transportation System) and ODOT’s Access Ohio Goal #1 (System Preservation and Management) policy statement A(1)a.
  • Evaluation of air quality impacts potential for reduced delays could be of value in determining which Federal highway funding source such as CMAQ funds or STP funds. Eligibility for CMAQ funding will require an analysis from the sponsor demonstrating pollutant emission reduction as a result of the project.
  • Pedestrian needs appear to have been considered. The project should also consider bicyclists needs.
  • Though these intersections will include pedestrian signals, improving pedestrian safety and mobility, the sponsor should include sound actuated pedestrian signals for the visually impaired.
  • Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address comments.
