History/Background: This project is included in ODOT District 12's State Fiscal Year 2008 Bridge Program

Current Conditions: West 14th Street is a two-lane facility. The lanes are twelve feet wide, with an offset to the curb (one foot wide) and sidewalks (6 feet 6 inches wide). West 14th Street is functionally classified as an urban collector. The average daily traffic (ADT) is 11,250 vehicles per day (2005 count). The speed limit is 25 miles per hour (mph). The bridge on West 14th Street (Structure No. 1812068) has a sufficiency rating of 60.1 and a general appraisal 5 according to a December 28, 2003 inspection.

Proposed Project:  This project involves replacing the deck of the bridge on West 14th Street, over I-490, in Cleveland. The bridge will remain two lanes (twelve feet wide), with an offset to the curb (one foot wide). The sidewalks will be 7 feet 11 inches wide. The estimated cost of the PE is $250,000, to be funded with 100% state funds. The estimated cost of construction is $3,410,000. Ninety percent ($3,069,000) of construction will be funded with Interstate Maintenance (IM) funds. The non-federal share of construction ($341,000) will be provided by ODOT. The project has an estimated award date of June 2008

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA's Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT's Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Refer to the Regional Transportation System Team and Bicycle Advisory Council for bicycle recommendation.
Regional Transportation System (RTS) Team:
  • The overall sufficiency rating of the bridge made it eligible for federal rehabilitation funds.
Committee Review:
Bicycle Advisory Council (BAC):
Take two feet from each sidewalk on the bridge to make the outside lanes 15’. This will leave almost 6’ for the sidewalks, plenty of room for pedestrians. The BAC recommends taking the feet from the sidewalks rather than the inside lane because there is substantial truck traffic needing the 12’ inner lanes. Taper the widened lanes at each end of the bridge to meet the existing lanes as appropriate.
