Title: Replace Bridge Deck on West 140th Street in Cleveland

History/Background: This project is included in ODOT District 12’s bridge program.
Current Conditions: West 140th Street is functionally classified as an urban collector. West 140th Street is a two-lane facility. The pavement width is 28 feet, with thirteen-foot wide lanes and a one-foot wide berm. The lanes on the bridge are 14 feet wide, and the sidewalks are eight feet wide. The speed limit is 25 miles per hour (mph). The average daily traffic (ADT) is 25,674 vehicles per day (2002 count) with 2.5 percent trucks. I-71 is functionally classified as a principal arterial-interstate. The speed limit is 55 mph with an ADT of 98,330 vehicles per day (NOACA Cuyahoga County Traffic Count Map 2006-2009).
Proposed Project: The project involves replacing the deck of a bridge on West 140th Street, over I-71, in the City of Cleveland (location map). The estimated total cost of the project is $2,450,000. The estimated cost of the preliminary engineering detail design (PEDD) phase is $150,000. Ninety percent ($135,000) of the PEDD cost will be funded with Interstate Maintenance (IM) funds. The non-federal share of the PEDD ($15,000) cost will be provided by ODOT. The estimated cost of construction is $2,300, 000. Ninety percent ($2,070,000) of the construction cost will be funded with IM funds. The non-federal share ($230,000) of the construction cost will be provided by ODOT. The project has an estimated award date of April 1, 2013.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- Expert bicyclists can use this bridge as is, due to the wide lanes and 25 mile-per-hour speed limit.
- The bridge on West 140th Street carries 48 average weekday buses (both directions) from Greater Cleveland Regional Transit Authority (GCRTA) route #70. I-71, which travels below the bridge, carries 61 total average weekday buses (both directions) from GCRTA routes # 51F, 86F, 251, 263, & 451, as of December 2009.
- According to NOACA’s bridge database, this bridge was last inspected on 3/23/09, and has a General Appraisal rating of 6 (satisfactory condition), and a sufficiency rating of 71.1 (the sufficiency rating is a method of evaluating highway bridge data by calculating four separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. A value of 100 would represent an entirely sufficient bridge while a value of 0 would represent an entirely insufficient bridge). This project is to replace the bridge deck, which has a rating of 3, meaning: there are saturated areas on bottom side indicating the deck is saturated with chlorides. Some bottom spalling may be present. Saturated areas and spalling do not exceed 30 percent of the total deck area.

GCRTA supports this project. It is bridge serves the Puritas Rapid Transit Station with in excess of 500 parking spaces and several busy bus lines. The Puritas Station is presently under reconstruction to be completed by the end of 2010. This bridge is vital to RTA operations.
Maintenance of traffic during construction is very important to RTA at this vidal location. This is especially important as the new station will open as the bridge is going under construction. RTA asks that ODOT coordinate closely on this project. - GCRTA
