History/Background: This project is included in ODOT District 12’s Bridge program.

Current Condition: Vrooman Road is functionally classified as an urban principal arterial north of I-90 and an urban collector south of I-90. The bridge on Vrooman Road is a two-lane facility. The sponsor reports the pavement width is 28 feet, with lanes 14 feet wide. The speed limit on Vrooman Road is 35 miles per hour (mph). The average daily traffic (ADT) is 5,489 vehicles per day (NOACA Traffic Count Maps 2007-2009). I-90 is functionally classified as an urban principal arterial interstate west of Vrooman Road and a rural interstate east of Vrooman Road. The ADT varies between 36,630 and 42,820 vehicles per day (NOACA Lake County Traffic Count Map 2007 - 2009). The speed limit is 65 mph.

Proposed Project: The project involves replacing the deck of a bridge on Vrooman Road, over I-90, in Leroy Township (location map). The estimated total cost of the project is $1,750,000. The estimated cost of preliminary engineering detail design (PEDD) is $100,000. Ninety percent ($90,000) of the PEDD cost will be funded with Interstate Maintenance (IM) funds. The non-federal share ($10,000) of the PEDD cost will be provided by ODOT. The estimated construction cost is $1,650,000. Ninety percent ($1,485,000) of the construction cost will be funded with IM funds. The non-federal share ($165,000) of the construction cost will be provided by ODOT. The project has an estimated award date of October 1, 2013.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • I-90 under the Vrooman Road Bridge carries five average weekday buses (both directions) from LAKETRAN route # 11 as of December 2009.
  • According to NOACA’s bridge database, this bridge was last inspected on 7/27/09. It has a General Appraisal rating of 6 (satisfactory condition), and a sufficiency rating of 79.7 (the sufficiency rating is a method of evaluating highway bridge data by calculating four separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. A value of 100 would represent an entirely sufficient bridge while a value of 0 would represent an entirely insufficient bridge). This project is to replace the bridge deck which has a rating of 3 meaning: There are saturated areas on bottom side indicating that the deck is saturated with chlorides. Some bottom spalling may be present. Saturated areas and spalling not exceeding 30 percent of total deck area.
  • The bridge meets federal guidelines as it is.
