The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-066 on 10/13/00
Sponsor: City of Willowick Estimated Total Cost: $832,995 Proposed Source of Federal Funds: NOACAHistory/Background: Vine Street is a heavily traveled state route (SR-640) fronted by older commercial development. In 1999, a repair and resurfacing project, from Lakeshore Boulevard to Willowick Drive, was completed. That project included construction of new curbs and aprons. The cities of Willowick and Eastlake will begin a widening project to the east, from Willowick Drive to East 337th Street, in 2000. Its pavement will be widened to four lanes. Current Conditions: Vine Street has three lanes, one being a continuous left turn lane. All above ground utilities and street lighting are on the north side of the street. Vine Street is the central business district of the City of Willowick. The typical business along Vine Street is small, freestanding and densely developed. The property depths are too shallow to promote redevelopment. Proposed Improvement: The proposed project involves replacing the street lighting with ornamental street lighting on the south side, to reduce clutter on the north side and place ornamental lighting where it is most effective. Trees will be placed appropriately to break up the long linear look of the area. The sidewalks, bus stops and intersections will be enhanced to improve the pedestrian viewpoint. The proposed work will be done along the entire length of Vine Street, in Willowick, from Lakeshore Boulevard to the Eastlake corporation boundary (approximately 4,500 feet. Staff Assessment (Summary):
- Laketran has three fixed routes in the immediate area: Route 3 (crosses Vine Street on Willowick Drive), which carried 214 passengers daily in 1999; Route 6 (on Vine Street), which carried 106 daily passengers in 1999; and Route 12 (on Vine Street, between Willowick Drive and East 314th Street), which carried 200 daily passengers in 1999.
- Willowick is requesting NOACA provide 80% of the eligible costs from the Enhancement/STP account.
