Vine Street Enhancement Phase 3

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-078 on 12/08/00

History/Background:
The proposed project is one of three phases of the city of Eastlake's beautification program along the entire length of Vine Street (SR-640) in Eastlake in an effort to create a cohesive streetscape character.

Phase 1, (which has been completed) involved decorative paving, street trees in curbed planters and tree grates, planting beds and mounding, benches and supplemental lighting on the trees within the planting beds along Vine Street, from approximately 500 feet west of the East 337th Street to SR-91.

Phase 2 will continue the streetscape at SR-91 and extend to the Eastlake east corporation line (ECL).

Phase 3 of Eastlake's program along Vine Street will begin at the Eastlake west corporation line and end approximately 515 feet west of East 337th Street.

Current Conditions:
Vine Street (SR-640) is a heavily traveled (nearly 20,000 average daily traffic) state route fronted by older commercial development.  Businesses located along Vine Street are generally small, freestanding and densely developed. Vine Street is location of the majority of Eastlake's retailers.

Laketran has a fixed route service (Route # 6) on Vine Street, which carried 106 daily passengers in 1999.

Proposed Project:
Phase 3 of the Vine Street enhancement will begin at the Eastlake west corporation line and end approximately 515 feet west of East 337th Street.  The total length of the project is approximately 1,090 feet.

The proposed treatments include decorative colored and imprinted poured-in-place concrete along the curb, installation of 53 honey locust trees in curb planters; planting beds and mounding with benches for users of public transportation and other pedestrians and lighting of street trees and planting beds (consistent with the Phase 1 of the program).

The total construction cost of the project is estimated at $154,554.  Eastlake is requesting NOACA provide 80% ($123,643) of the eligible construction cost from its Transportation Enhancement/STP account.  The development engineering ($21,750) and non-federal share of construction costs will be provided by the city of Eastlake.

Staff Assessment (Summary):

  • The sponsor should be cognizant of the landscape treatments at the intersections to ensure that they will not obstruct the line of vision from street level. Such landscape features should not exceed 3 feet in height (at maturity). 
  • The sponsor furnished NOACA its Five-Year Capital Improvement Plan/Maintenance of Effort Report with its enhancement application to demonstrate the city's infrastructure planning.
