Title: US-42 Resurfacing in Medina Township and Brunswick Hills Township

History/Background: ODOT District 3 is the sponsor of this project.
Current Conditions: US-42 (Pearl Road) is functionally classified as a rural minor arterial. The pavement width on US-42 varies from 34 to 40 feet. It is a three-lane facility (one through lane in each direction and a two-way left turn lane) from Sleepy Hollow Drive to just north of Stonegate Drive. The number of lanes varies from just north of Stonegate Drive to just south of Ledgewood Drive (i.e., one through lane in each direction with left and right turn lanes southbound just north of Stonegate Drive; and two through lanes northbound, one lane southbound, a two way left turn lane with left and a right turn lanes at the intersection, between Stonegate Drive and Ledgewood Drive). The average daily traffic is 13,110 vehicles per day with 6 percent trucks (2007 count). The speed limit varies from 35 to 50 miles per hour.
Proposed Project: The project involves resurfacing 4.13 miles of US-42, from the Medina north corporation line to the Brunswick south corporation line, in Medina Township and Brunswick Hills Township. The construction cost is estimated to be $1,400,000. Eighty percent ($1,120,000) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will fund twenty percent of the construction cost ($280,000). This project has an award date of October 2009.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The most recent (2006) pavement survey data show that the overall Pavement Condition Rating (PCR) on this segment is 66, (fair condition). By 2011 (estimated year of construction) the pavement management system estimates PCR on this segment to be 52 (poor condition). The RPMS system recommends major rehabilitation for this section of US-42 (Pearl Road) in 2011.
- The section of US-42 between Northland Drive and 0.66 mile north of Fenn Road (CR-70) is congested with a level of service of E.
- This roadway section is very unsafe for cyclists due to high ADT, speed, and inadequate lane width for sharing. However, this is a repaving only project and there are no restriping options. When reconstructed or substantially rehabilitated, this section of US-42 should accommodate cyclists.
