Title: Improvements at US-42 and Fenn Road Intersection in Medina Township

History/Background: This project is sponsored by ODOT District 3.
Current Conditions: US-42 is functionally classified as an urban principal arterial south of Fenn Road and a rural minor arterial north of Fenn Road. US-42 is a three-lane facility with two through lanes and a center turn lane. The existing pavement width is 36 feet. The width of the existing right-of-way varies from 60 to 85 feet. The average daily traffic (ADT) on US-42 is 13,110 vehicles per day with six percent trucks (2007 count). The speed limit is 35 miles per hour (mph).
Fenn Road is functionally classified as an urban collector. Fenn Road is a two-lane facility with left turn lanes at the intersection. The pavement width varies from 23 feet east of US-42 to 33 feet (west of US-42) The pavement width at the US-42 intersection is 40 feet. The width of the existing right-of-way varies from 60 to 80 feet. The ADT on Fenn Road is 11,377 vehicles per day (2007 count). The speed limit on Fenn Road is 40 mph.
Proposed Project: This project involves improvements to the intersection of US-42 and Fenn Road in Medina Township (location map). US-42 will be five lanes with two through lanes in each direction (including through right-turn lanes) and a center turn-lane. Four lanes are proposed for Fenn Road, with one through lane in each direction, and left and right turn lanes in the eastbound direction. In the westbound direction, there will be two left turn lanes and a through right turn lane.
The total cost of the project is $3,787,000. The preliminary engineering detail design (PEDD) phase ($187,000) will be funded with State funds. The estimated cost of right-of-way (RW) is $1,500,000. Ninety percent ($1,350,000) of the RW cost will be funded with State Surface Transportation Program funds (S/STP). ODOT will provide the remaining ten percent ($150,000) of the RW cost. The estimated cost of construction is $2,100,000. Ninety percent ($1,890,000) of the construction cost will be funded with S/STP funds. ODOT will provide the remaining ten percent ($210,000) of the construction cost. The project is expected to be awarded by July 1, 2013.

Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- There are currently no sidewalks in the immediate vicinity of the intersection. Recommend installing sidewalks at least at the intersection and along US-42, extending to the partial sidewalk just north of Grande Road, to allow connectivity and pedestrian access to the corridor from residential developments to the east and west of US-42.
