US-42 Planing & Paving in Medina

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-066 on 10/13/00

Estimated Total Cost: $1,031,000
Proposed Source of Federal Funds: ODOT

History/Background:
This project is part of ODOT District 3's Urban Paving Program.     

Current Conditions:
US-42, SR-18 and SR-18D are functionally classified as principal arterials.  SR-57 is functionally classified as a minor arterial.
 
Proposed Improvement:
The proposed project involves planing and paving US-42, from the Medina south corporation line (SCL) to SR-3;
SR-18 from the Medina NCL to the Medina ECL; and SR-57 from Medina SCL to SR-18.

ODOT District 3 will prepare the plans for the project. Project construction is expected to occur in SFY 2001. The project will be funded from District 3's State/Surface Transportation program (S/STP) Pavement Allocation. The city will provide matching funds for the non-federal share.

Staff Assessment (Summary):

  • Some route sections are one-way for vehicles and are near Medina's central business district (CBD).
  • Medina County Transit operates the "Little L" and "Shopper Mini Loop" fixed routes, which may be disrupted during construction.     
  • Since the proposed work involves planing and paving within the existing right-of-way, there isn't an opportunity to better accommodate bicycle travel.

Intergovernmental Review (IGR) Summary:
No significant written comments have been received, and all the responses submitted to date support the above project.

Project recommended for Governing Board approval on 9/15/00.

Regional Transportation Investment Subcommittee Recommendations:
No comments; recommended for programming.

Bicycle Advisory Subcommittee Recommendations:
The roadway is not adequate to safely accommodate bicyclists, which would require at least a 14' wide curb lane.  However, because the project is only planing and paving and is curbed, the BASC does not have a recommendation.
