History/Background: This project was originally listed in ODOT District 3's program to be funded with district-allocated Surface Transportation Program (S/STP) funds. The district also obtained federal safety upgrading funds. Westfield Township received an earmark from SAFETEA-LU, the federal transportation law, to help fund improvements on US-224 (House High Priority Project (HHPP) Earmark No. 4664).

Current Conditions: US-224 is a four-lane facility with a turn lane. All the lanes are twelve feet wide, and there are paved shoulders 8 feet wide. Total pavement width is 60 feet, not including shoulders. US-224 is functionally classified as rural principal arterial. The average daily traffic (ADT) is 23,100 vehicles per day with 22% trucks (2003 traffic count). The speed limit is 55 miles per hour (mph).

Lake Road (CR-19) is functionally classified as rural major collector. The speed limit is 35 miles per hour (mph).

Proposed Project:  This project involves improvements at the intersection of US-224 and Lake Road in Westfield Township. The work involves the construction of dual left turn lanes on the east leg of US-224 and the north leg of Lake Road, improving the left and right turn lanes on the US-224 west leg.

The project also includes resurfacing, upgrading the signage, pavement marking and a traffic signal at the intersection of US-224 and Lake Road. The pavement width would be increased to 72 feet wide (four through lanes, two turn lanes, and paved shoulders eight feet wide). The estimated construction cost, provided by the sponsor, is $2,275,295.

The total of the earmark is $2,200,000. An obligation limit of 91% has been applied to the earmarks. Therefore, a total of $2,002,000 in earmark funding is available to the sponsor. Anything over $2,002,000 will be provided through safety funding, district allocations and local funds.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA's Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT's Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • The project sponsor should provide the level of service (LOS) for existing and future conditions with and without additional lanes.
Regional Transportation System (RTS) Team:
  • This section of US-224 has 35 accidents based on 2002 - 2004 accident data with a severity index of 1.8, which is higher than the county severity index of 1.67.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
