US-20 Widening

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-078 on 12/08/00

History/Background:
This project was identified in TEA-21 (adopted June, 1998) for congressional earmark "DEMO" funds.

On December 1, 1998, the Lake County Commissioners passed a resolution recognizing the necessity for improvements at various intersections along US-20 (North Ridge Road) and authorized construction contract plans be provided by the Lake County Engineer's Office.

The original scope of the project included six intersections.  Traffic signals were later approved for the intersections at Green Road and Hale Road, based on traffic counts and accident warrants.  A public meeting was held on March 15, 2000, to provide an opportunity for review and comment of this project.

Current Conditions:
The average daily traffic (ADT) is 27,389 with 3% truck traffic. The operating speed is 45 mph. This facility is four lanes with a pavement width of 40' and a right-of-way width of 60'.

Laketran Route #4 provides fixed route service along US-20, from SR-528 to downtown Painesville.

Proposed Project:
The project involves widening and signalizing six intersections along on US-20 at Bacon Road/Bowhall Road, Hale Road in Painesville Township; Lane Road and Center Road in Perry Township; and Townline Road and Green Road in Madison Township.

The project is designed to improve the safety of motorists at the designated intersections.  The Hale Road and Lane Road intersections will be relocated from "Y" intersections to "T" intersections to improve sight distance.  Dedicated turn lanes on US-20 will be added to improve sight distance for vehicles turning left while maintaining through traffic.

The estimated total project cost is $5,325,000, broken down as follows: Preliminary Engineering (PE) – $325,000; Right-of-Way (RW) - $600,000; and Construction (C) - $4,400,000. Construction is proposed for SFY 2002.

Staff Assessment (Summary):

  • This project pertains to NOACA's Plan Goals for improving the efficiency and safety of the transportation system.
  • US-20 is a vital east-west arterial in Lake County and is on NOACA's Congestion Management System (CMS) network.
  • These intersection treatments should be compatible with bicycle travel.
  • Arterial and intersection level of service (LOS) under existing conditions should be documented for the purposes of comparison with after-improvement LOS.
