Rehabilitate Intersection at US-20/SR-57

History/Background:
This project is a four-lane rehabilitation project. The project will be funded with State Surface Transportation Program (S/STP) from ODOT District 3's pavement allocation.

Current Conditions:
SR-57 is functionally classified as a minor arterial south of SR-10 and a principal arterial north of SR-10.  The facility is two lanes in each direction.

Proposed Project:
The project involves the minor rehabilitation (including joint repair, resurfacing and adding a turn lane at the intersection of US-20 and SR-57), from SR-82 (Elyria–Twinsburg Road) to US-20 (Center Ridge Road), in Carlisle Township, Eaton Township and Elyria.

The ODOT District 3 production department will prepare the plans for the project. Construction would be scheduled for SFY 2003. Eighty percent of the construction cost will be funded from S/STP funds. Twenty percent of the construction cost will funded by ODOT.

Bicycle Advisory SubCommittee (BASC):
Most of this road segment is rated "not suitable for bicyclists but there may be no alternative route" on the Lorain County Bicycle Transportation map.  The BASC is concerned about one portion of this project area, the section between Chestnut Ridge on the north to the intersection with Grafton Road on the south.  In this area, it is a very difficult for cyclists to travel east and west. This roadway section provides a connection between Chestnut Ridge on the east with Butternut Ridge to the west by using a short section of Grafton Road.  There are very few east-west alternatives to this route, and the alternatives take cyclists miles out of their way, which would discourage bike transportation in the area.

Most of the southbound segment between Chestnut Ridge and Grafton has 6' paved shoulders, which is what is recommended for a road with these ADT, speed, and other characteristics.  Part of the northbound segment has good 6' paved shoulders. Problem areas are going north around the bridge at SR-10 where there are only 3' shoulders and the area of SR-57 north of Flint Ridge, where there is an approximately 3' shoulder in very bad condition for roughly 100 feet before a 6' shoulder resumes. Also a problem for cyclists traveling west from Grafton Road and using this segment of SR-57 to reach Chestnut Ridge is the lack of southbound shoulder after the Grafton intersection. Another problem area going southbound is where the 6' paved shoulder on SR-57 abruptly ends and becomes only 1 ½' on the turn-off to Grafton Road.

The BASC recommends the project include a 6' paved shoulder on the entire stretch of SR-57 from Chestnut Ridge through the Grafton Road intersections and that the southbound turn-off onto Grafton Road have a gradually narrowing shoulder to Grafton Road rather than the abrupt change.
