US-20 Resurfacing in Oberlin, and Camden and Pittsfield Townships

Title: US-20 Resurfacing in Oberlin, and Camden and Pittsfield Townships

History/Background: This project is included in ODOT District 3’s pavement program.

Current Conditions: US-20 (Oberlin–Norwalk Road/Kipton–East Road) is functionally classified as a rural principal arterial. US-20 is a two-lane facility with lanes twelve feet wide and paved shoulders two feet wide. The existing pavement width, including paved shoulders, is 28 feet. The width of the existing right-of-way is 60 feet. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) along US-20 is 5,730 vehicles per day with 16 percent trucks (2006 traffic count).

Proposed Project: This project involves resurfacing 12.34 miles of US-20, from TR-152 to the Huron County/Lorain County line, in Huron County and 6 miles from the Huron County/Lorain County line to 0.59 mile west of SR-58, in Camden and Pittsfield Townships, and Oberlin in Lorain County. US-20 will remain a two-lane facility with lanes twelve feet wide and paved shoulders two feet wide, but a left turn lane twelve feet wide will be added at Western Reserve High School.

The total construction cost is estimated to be $4,607,971. Eighty percent (80%) of the construction cost ($3,686,377) will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the remaining twenty percent (20%) of the construction cost ($921,594). The project is expected to be awarded by April 2008.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) is 60-65 (Fair-Poor) and is projected to be 54-58 (Fair-Poor - Poor) in 2008.
  • This section of US-20 has two 12 foot lanes and 2 foot shoulders (don’t know if paved). Due to the ADT and 55mph speed limit, federal guidelines call for 6 foot paved shoulders. However, this is a resurfacing project only. When major reconstruction work is done, wider paved shoulders are recommended. It is recommended to post “Share the Road” signs along the roadway.

Bicycle Advisory Council (BAC):
  • This section of US-20 has two 12’ lanes and 2’ shoulders (don’t know if paved). Due to the ADT and 55 mph speed limit, federal guidelines call for 6’ paved shoulders. However, this is a resurfacing project only. If possible, add more width to the paved shoulders. When major reconstruction work is done, provide at least 4’ wide paved shoulders. At this time, it is recommended to pave the existing shoulders and post “Share the Road” signs along the roadway.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
