Minor Rehabilitation of US-20 in New Russia and Carlisle Townships

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2002-062 on 9/13/02

Title: Minor Rehabilitation of US-20 in New Russia and Carlisle Townships
Sponsor: ODOT District 3
Estimated Total Cost: $2,141,300
Proposed Source of Federal Funds: ODOT

History/Background:
This project is included in ODOT District 3's pavement program.

Current Conditions:
US-20 is functionally classified as a rural principal arterial. The average daily traffic (ADT) along US-20 is 14,000 vehicles per day (2001 traffic count).

Proposed Project:
This project involves minor rehabilitation (diamond grinding) of 4.06 miles of US-20, from 0.12 mile west of Parsons Road to 0.39 mile west of SR-301 (Lattasburg Road) in New Russia Township and Carlisle Township. The total construction cost is estimated to be $2,141,300. Eighty percent (80%) of the construction cost ($1,713,040) will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the remaining twenty percent (20%) of the construction cost ($428,260). Construction is expected to occur in SFY 2007.

Staff Comment (Summary):

  1. Project adheres to ODOT's "Access Ohio" Goal # 1 (System Preservation and Management).
  2. Although not located in a NOACA defined urban core community or environmental justice (E.J.) area, the project is on a route location that provides good access for the City of Oberlin (an urban core community), the Lorain County Metroparks' Carlisle Reservation and regional landfill (BFI Recycling Center).
  3. The ADT includes sixteen percent heavy-duty trucks, which used to travel county and surface state highways not designed to bear such burdens. Such traffic using this divided highway minimizes environmental and social impacts for travelers and corridor land uses.

    No comments; recommended for programming in the TIP.

    Bicycle Advisory Council (BAC) Recommendation:
    This section of road is categorized on the Lorain County Bicycle Map as "Not suitable for cyclists but there may not be any other route". The BAC recommends that the project sponsor stripe the inner lanes at 12' and provide for 15' wide curb lanes to provide some measure of safety for cyclists who must use the road (there are no alternatives for east-west travel).
