University Circle Intermodal Facility

 

On June 9, 2006, the NOACA Governing Board approved the following regarding this project:

Title:  University Circle Intermodal Facility in Cleveland
Sponsor:  Greater Cleveland Regional Transit Authority (GCRTA)
Estimated Total Cost: $2,542,975
Proposed Source of Federal Funds: SAFETEA-LU

History/Background: GCRTA is the earmark sponsor of two Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) earmarks:
  1. Congressional High Priority Project from the Federal-aid Transit Program - Earmark No. 50 (University Circle intermodal facility) and
  2. A House High Priority Projects Earmark No. 2918 (Construction of an intermodal facility at University Circle).
Current Conditions:  The Cleveland Museum of Art is constructing an Intermodal Facility as part of its master plan expansion program.

Proposed Project:  The project is essentially an expansion of an existing parking garage, located at Wade Oval and Jeptha Road, to create additional capacity and provide more multimodal access opportunities. The construction will increase the capacity of on-site parking from 499 to 632 while eliminating surface parking spaces returning them to an active green space area.

The design of the Intermodal Facility features a waiting pavilion for pedestrians, bicyclists, and transit patrons. The Intermodal Facility’s entrance will provide drop-off for circulator and paratransit vehicles. Federal earmark funds will be used for a portion of the construction of the garage. Private funds will be used for design and construction management. This Intermodal Facility is centrally located in a dense web of transit lines including several bus lines, GCRTA’s Red Line, Circle Link, and the GCRTA Silver Line (Euclid Corridor Transportation Project – Bus Rapid Transit, now under construction). This facility will link local transportation with main line bus, rapid transit and rail services. The estimated total cost, provided by the sponsor, is $2,542,975. The total project cost associated with Earmark No. 50 (University Circle intermodal facility) is $500,000. The total project cost associated with Earmark No. 2918 (Construction of an intermodal facility at University Circle) is $2,042,975.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • The sponsor must pay all costs over the earmark.
  • Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.
Plan/Forecast Team:
  • Will the facility be taxed?
Committee Review:
Bicycle Advisory Council (BAC):
Place bike racks for visitors near to museum entrances and provide bike lockers for all-day storage for employees.

Transportation Water Quality Council (TransWac):
  • Request completion of questionnaire and return by May 5.
  • There is a concern about potential impacts of structure on Doan Brook and its riparian zone.
  • There is a concern about how increases in storm water runoff from enlarged facility will be managed.

  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
