History/Background: On April 21, 2009, the City of Mentor passed Ordinance No. 09-0-32, authorizing the city manager to submit an application to NOACA for the Tyler Boulevard resurfacing project, to acquire economic stimulus surface transportation funds and declare an emergency.

Current Conditions: Tyler Boulevard is functionally classified as an urban minor arterial collector. Tyler Boulevard is a four-lane, concrete, curbed facility with turn lanes at major intersections. The pavement width is 52 feet. The inside lanes are twelve feet wide and the outer lanes are 14 feet wide. The width of the existing right-of-way is 80 feet. The average daily traffic is 13,500 vehicles per day with approximately five percent trucks (NOACA Lake County Highway Traffic Counts, published March 2006). The posted speed limit varies from 35 to 45 miles per hour. The sponsor reports that Tyler Boulevard is a major connector between SR-306 (Reynolds Road) to SR-615 (Center Street) in Mentor and that a large number of Mentor's industrial and commercial entities are located on Tyler Boulevard.

Proposed Project: The proposed project involves resurfacing Tyler Boulevard, from SR-306 (Reynolds Road) to SR-615 (Center Street), in Mentor (location map) . The sponsor reports that the work will include concrete base repairs and asphalt overlay and possibly concrete leveling and traffic signal upgrades. Final engineering design will determine the full scope of the improvements. The estimated cost of the project, provided by the sponsor, is $3,000,000. The project was amended to the Statewide Transportation Improvement Program (STIP) and programmed with American Recovery and Reinvestment Act (ARRA) funding (approved 4/20/09). The amount of ARRA (i.e. Stimulus-ODOT Allocation) funds programmed for the project is $3,000,000. Anything over $3,000,000 is the responsibility of the project sponsor. This project has an estimated award date of February 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • Provide a 15-foot wide curb lane as recommended by USDOT guidelines.
  • 2008 pavement condition rating (PCR) on Tyler Boulevard is 50 (poor condition). In 2010, when construction is scheduled, the deteriorated PCR will be 47 (poor condition). NOACA's Regional Pavement Management System (RPMS) recommends major rehabilitation occur on Tyler Boulevard.
