Rehabilitate Twin Bridges on I-90 in Elyria

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-044 on September 10, 2004.

Title: Rehabilitate Twin Bridges on I-90 in Elyria

History/Background:
This project is included in ODOT District 3’s bridge program.

Current Conditions:
I-90 is functionally classified as an urban interstate. The legal speed limit is 60 miles per hour (mph). The average daily traffic (ADT) is 49,550 (2000 traffic count). SR-2 is two lanes in each direction with a pavement width of 24’ (in each direction).

Proposed Project:
The project involves rehabilitating twin structures on I-90 over the Black River and Ford Road in Elyria. The project will include deck and superstructure replacement, bridge deck widening to maintain two lanes, rehabilitation and widening of pier caps and abutments. The ODOT District 3 production department will prepare the plans for the project. The total construction cost is estimated at $5,200,000. Eighty percent of the construction cost ($4,160,000) will be funded from District 3’s Preservation (highways & bridges) Program. Twenty percent of the construction cost ($1,040,000) will be funded by ODOT. Construction would be scheduled for SFY 2007. This project has an award date of January 2007 (SFY 2007).

Staff Comment (Summary):

  • This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
  • The Black River crossing triggers watershed issues, therefore, avoid, minimize or mitigate temporary and/or permanent negative impact on river and its related environs by ecosystem-sensitive design and construction techniques.
  • Sponsor should explore the feasibility of correcting existing watershed problems created by the original design and/or placement of the transportation facility.
  • Move for committee and public review in order to obtain comments with the understanding that the sponsor will make a good-faith effort to address questions and comments.
