Locally Developed, Coordinated Public Transit – Human Services Transportation Plan

 

With input from transit agencies, human services agencies and people who use public transit, NOACA developed a Coordinated Public Transit – Human Services Transportation Plan for Northeast Ohio (PDF format - 1,298 KB) and coordinated plan appendices (PDF format - 2,866 KB) for the five-county region. Adopted by NOACA's Governing Board on March 14, 2008, the coordinated plan:

  • provide an assessment of available transportation services;
  • provide an assessment of transportation needs of older adults, individuals with disabilities and people with low incomes (“target populations”);
  • include strategies and activities to address the identified needs of the target populations; and
  • prioritize the identified strategies and activities for implementation, based on resources, feasibility and time.
Federal law requires that projects requesting funding under the Job Access and Reverse Commute (JARC), New Freedom and Specialized Transportation (Section 5310) programs be consistent with goals of the coordinated plan.
