Transportation Enhancement (TE) Program

The purpose of the Transportation Enhancement (TE) program is to strengthen the cultural, aesthetic, and environmental aspects of the intermodal transportation system. To be eligible for funding, a TE projects must relate to surface transportation, be accessible to the general public or targeted to a broad segment of the general public, and must meet one of the following 12 eligible categories:
- Pedestrian & Bicycle Facilities
- Provision of Safety & Educational Activities for Pedestrians & Bicyclists
- Acquisition of Scenic Easements & Scenic or Historic Sites (Including Historic Battlefields)
- Scenic or Historic Highway Programs (Including the Provisions of Tourist & Welcome Center Facilities)
- Landscaping & Other Scenic Beautification
- Historic Preservation
- Rehabilitation & Operation of Historic Transportation Buildings, Structures or Facilities (Including Historic Railroad Facilities & Canals)
- Preservation of Abandoned Railway Corridors (Including the Conversion & Use of the Corridors for Pedestrian or Bicycle Trails)
- Inventory, Control & Removal of Outdoor Advertising
- Archaeological Planning & Research
- Environmental Mitigation to Address Water Pollution Due to:
i. Highway Runoff; or
ii. Reduce Vehicle-Caused Wildlife Mortality While Maintaining Habitat Connectivity
- Establishment of Transportation Museums
- FTA Eligible Transportation Enhancement Activities

Note: If you have previously applied for TE funds through ODOT and your project was not selected, you will need to reapply through NOACA’s process to be considered for these funds.
Application Deadline:
4 p.m. ET on Friday, July 30, 2010. Applications must be submitted in PDF format on electronic media (CD, DVD, jump drive) or by email (maximum size 15MB). You will receive an email receipt when your application is received; if you do not get this email, please call.
Eligible Applicants:
Local governments and agencies within the NOACA region that are eligible to receive federal-aid transportation funds may submit an application. By law, citizen groups, non-profits, and other private organizations are not permitted to apply. If they have potential projects, they are encouraged to work with governments and agencies that are permitted to receive federal-aid transportation funds.
Funding:
Approximately $5 million is available for this round of TE funding. NOACA Governing Board policy sets a maximum per project award of 12% of available funds, or about $600,000. It is anticipated that project award decisions will be made by the board in December 2010. Applications that request more than $600,000 of TE funds will be not be processed.
The TE program is not a grant program. The federal-aid program operates on a reimbursement basis as work progresses. Prior to construction, NOACA, ODOT and the Federal Highway Administration (FHWA) must approve the project. Projects may be funded up to 80 percent of the construction or implementation cost of a project up to the agreed upon not-to-be exceeded amount of enhancement funding. The applicant is required to match a minimum of 20 percent of the construction or implementation cost.
Project Delivery:
Projects for this application round must award a contract between July 2012 and June 2014. If project applicants cannot deliver their projects within this time frame, they are strongly encouraged to wait for the next application round. If the project advances sooner, federal funds may be available. If the project is not ready for contract award by June 2014, the project will be removed from the Transportation Improvement Program. Project sponsors must seriously consider the deliverability of their project since there is potential financial risk related to non-delivery.
