NOACA  Transportation for Livable Communities Initiative (TLCI)

 

TLCI Planning Grant Program

The TLC competitive Planning Grant Program provides federal funding assistance for communities and public agencies to:

  • conduct or contract for the planning of transportation improvements that make communities more livable
  • explore innovative design concepts and plans through a community-based planning process
Eligibility

To be eligible for the Planning Grant Program, activities or projects must:
  • be for transportation planning
  • be site specific
  • result in deliverables that recommend transportation infrastructure improvements
  • be sponsored by a community with the legal authority to sponsor a federal-aid capital improvement; a non-implementing governmental agency (which can document a partnership with an implementing agency to ensure the project can advance to compete for federal-aid capital funds) or a non-governmental organization (which can partner with a governmental implementing agency)
  • compete at the regional level for capital funds through NOACA’s regional transportation investment process.
Eligible Planning Activities

Activities that facilitate and promote sustainable economic development as well as alternatives to single occupant vehicles (carpools, vanpools, transit, bicycles, etc.) are strongly encouraged. Examples include:
  • Development of transportation/land-use plans for redevelopment areas, including streetscape and access management plans
  • Bicycle, pedestrian and transit-oriented development plans, including safety and security planning
  • Traffic calming plans, circulation improvements
Non-Eligible Planning Activities Examples of planning activities that are ineligible for this program include:
  • Preliminary engineering
  • Final design
  • Preparation of environmental documentation
  • Right-of-way acquisition
  • Preparation of bid documents
  • Construction
  • Planning projects that encourage/reinforce single occupancy vehicle travel or activities otherwise inconsistent with NOACA’s Transportation Plan Goals or Planning Principles.
Funding Information
  • $1 million in federal funds allocated (however, the NOACA Board may limit the funds available within a specific grant cycle).
  • Grants may range up to $75,000.
  • A minimum 20 percent non-federal match is required from the project sponsor.
  • In-kind services may not be used for the local match.
  • The NOACA Board may limit the number of awards and funding to one applicant within a grant cycle.
  • Applicants will be required to enter into an agreement with NOACA to carry out the recommendations of the planning project.
  • Applicants will be required to enter into a NOACA Working to Improve the NOACA Region (WIN) Agreement.
