Title: Repair and Resurface Tiedeman Road in Brooklyn
Sponsor: Cuyahoga County Engineer
Estimated Total Cost: $5,000,000

History/Background: The City of Brooklyn is in the process of approving an agreement of cooperation with the Board of County Commissioners, Cuyahoga County, Ohio to improve Tiedeman Road in Brooklyn.
Current Conditions: Tiedeman Road varies from four to five lanes with center turn lanes and turn lanes at the major intersections. The pavement width on Tiedeman Road varies from 48 feet to 56 feet to 62 feet at major intersections. The sidewalks are five feet wide. Tiedeman Road is functionally classified as an urban minor arterial. The average daily traffic is 37,745 vehicles per day with four percent trucks (2000 traffic count). The posted speed limit is 35 miles per hour.
According to the sponsor, the area along Tiedeman Road, from Memphis Avenue to Brookpark Road, is one of the busiest commercial areas in the City of Brooklyn. The Cuyahoga County Engineers’ Office Pavement Condition Report states that Tiedeman Road has a pavement condition rating (PCR) of 52 (poor).
Proposed Project: This project involves repairing and resurfacing 1.7 miles of Tiedeman Road, from Memphis Avenue to Brookpark Road, in the City of Brooklyn (location map). The project will involve removing and replacing damaged pavement; repairing all failed longitudinal and transverse joints; improving drainage and resetting any damaged catch basins. Also, every curb will be removed and replaced with curb ramps that meet the current Americans with Disabilities Act (ADA) Accessibility Guidelines.
According to the sponsor, the proposed project will extend the useful life of the pavement and delay the need for total replacement of the driving surface. The estimated total cost, provided by the sponsor, is $5,000,000. The sponsor requests that eighty percent ($4,000,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Cuyahoga County Engineer intends to provide the non-federal share of construction ($1,000,000). The project can be designed and ready to construct in June 2013.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and #7 (Reinvestment in the Urban Core) and ODOT’s Access Ohio 2004 - 2030 Goal #3 (Efficient, Reliable Traffic Flow).
- This project should be coordinated with the proposed repair and resurfacing of Memphis Avenue in Brooklyn, sponsored by the City of Brooklyn.
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- This road should accommodate cyclists due to the limited north-south access and proximity to the Metropark. However, it is a repair and resurface project only. Restripe to provide as wide an outside lane as possible and install “Share the Road” signs.
- This segment of Tiedeman Rd. from Biddulph Road to Brookpark Road carries a total of 68 buses on GCRTA route 23 on an average weekday.
- Tiedeman Road from I-480 Ramp-north to Biddulph Road is operating at level-of-service (LOS) “F”. The volume-to-capacity (V/C) ratio = 1.078.
- Tiedeman Road from Biddulph Road to 0.62 mile south of Memphis Avenue is operating at level-of-service (LOS) “E”. The volume-to-capacity (V/C) ratio = 0.90.
- This section of Tiedeman Road had a pavement condition rating (PCR) ranging from 63 to 81. The deteriorated PCR range is predicted to be between 50 and 63. The RPMS recommends major rehabilitation.
- Tiedeman Road is on NOACA’s Bikeway Priority Plan and is categorized as for expert cyclists only on the Cuyahoga County Bike Transportation Map. The other alternatives for traveling north-south are both ~1 mile away to the east and west. The intersection of Tiedeman/Brookpark Road is very near the northern terminus of the Big Creek Reservation multipurpose path. However, it is a repair and resurface project only. Restripe to provide as wide an outside lane as possible and install “Share the Road” signs. There are proposed multipurpose path alternatives included in the Brooklyn “Big Creek Trail Alignment Study” which might eventually provide an off-road bikeway. However, until and if that happens, bicyclists will have to use Tiedeman and it should be made as safe as possible.

"RTA’s #23 and #50 operate on different sections of Tiedeman Road. Both routes service major corporate headquarters. The #23 operates at the southern end of Tiedeman turning north from Brook park serving Key Corp before ending at the Tiedeman Loop. This is an important commuter route for this large corporate headquarters. The #50 operates on the northern side of Tiedeman from Memphis to American Greetings only during the peak hours.
RTA requests that the traffic be maintained during construction activities especially in the peak commuting hours. RTA also requests that the projects include sidewalks, ADA curb ramps for pedestrians and passengers. Concrete bus pads at key intersections and stops, catch basin reinforcement and heavy-duty treatment along the curb lane will again aid in the life of the roadway pavement surface.
RTA’s transit waiting environment program is geared to work with local partners to enhance bus stop areas. RTA recommends that the various cities work with us on landscape and enhancement at the key bus stops in these projects." - GCRTA in Cuyahoga County
