Telhurst Road Bridge Replacement over Euclid Creek

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-057 on December 10, 2004.

Title: Telhurst Road Bridge Replacement in South Euclid

History/Background:  ODOT selected the Telhurst Road Bridge for its Municipal Bridge Program funding in November 2003. On May 10, 2004, the City of South Euclid passed Resolution No. 29-04 authorizing the mayor to enter into an agreement with ODOT for the Telhurst Road bridge replacement.

Current Conditions: The Telhurst Road Bridge, over Euclid Creek, is a pre-stressed concrete box beam simple span bridge. The bridge has a sufficiency rating of 54.9 and a general appraisal rating of 4A. The structure is approximately 34 feet long. The pavement width is twenty-four feet. The structure includes decorative steel guardrails. The speed limit is 25 miles per hour (mph). Telhurst Road is a local road.

Proposed Project: This project involves the replacing theTelhurst Road Bridge, over Euclid Creek, in the City of South Euclid. The proposed bridge structure is a steel beam with concrete deck. The estimated total construction cost is $1,100,000. Eighty percent ($880,000) of the construction (C) cost will be funded with ODOT municipal bridge program funds LBR funds. The estimated award date is February 1, 2007 (SFY 2007).

Staff Comment (Summary):
  • The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Framework for Action 2025 and Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency) of ODOT’s Access Ohio.
  • This facility serves some E.J. populations.
  • Best available practices should be used to avoid water quality degradation in Euclid Creek during and after construction.
  • This facility is located on low volume local street, which is good enough for bicycle usage.
  • According to the ODOT bridge file, this structure has a General Appraisal of 4 (Poor Category) and a sufficiency rating of 54.9, which would make it eligible for bridge rehabilitation funds.
  • Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address comments.

  • This project as proposed will provide adequate accommodation for cyclists and pedestrians.
