Stearns Road Reconstruction in North Olmsted and Olmsted Township

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-012 on March 12, 2004.

Title: Reconstruction of Stearns Road in North Olmsted and Olmsted Township

History/Background:
The Cook Road / Stearns Road reconstruction project was approved for CEAO administered Surface Transportation Program (C/STP) funds in October 2001.

Current Conditions:
Cook Road is functionally classified as an urban collector. Stearns Road is functionally classified as an urban minor arterial. The average daily traffic is 11,400 (with 4% trucks). GCRTA operates freeway flyer service within the area (route # 63F).

Proposed Project:
This project involves the grading, draining, paving and widening Stearns Road, from 1000’ south of Cook Road to I-480 and the realignment of Cook Road/Stearns Road intersection in the city of North Olmsted and Olmsted Township. The total construction cost is estimated at $2,900,800. Eighty percent of the project’s estimated total cost (outside the City of North Olmsted) will be funded with CEAO Surface Transportation Program (C/STP) funds. Construction will be programmed for beyond SFY 2007. The project would be administered locally.

Staff Comment (Summary):

  • This project satisfies NOACA’s Framework for Action 2025 Transportation Plan Goals 1 (Advance Regional Economy), 3 (Preserve and Improve the Efficiency of the Transportation System, 4 (Establish a More Balanced Transportation System), 6 (Minimize the Adverse Impacts of Additional System Capacity) and 8 (Foster Partnerships to Strengthen the Region).
  • This project is not located in an Urban Core Community.
  • Move for committee and public review in order to obtain comments.

  • The widening will help facilitate traffic movement and may reduce crashes.

    Investigate the possibility of a 10’ multipurpose path in lieu of the 5’ sidewalk on that side. If this isn’t feasible, install 5’ bike lanes on both sides of Stearns.
