The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-012 on March 12, 2004.
Title: Resurfacing Station Road in Columbia Township

History/Background:
The Lorain County Board of Commissioners approved Resolution No. 03- 256 authorizing the county engineer to apply for federal aid for several proposed county road resurfacing projects.
Current Conditions:
Station Road is a non-curbed two-lane road. The existing pavement width is thirty feet (30’) with two lanes ten feet (10”) wide, aggregate berm two feet (2’) wide. Station Road is functionally classified as an urban collector. The average daily traffic (ADT) on this section of Station Road 1,685 vehicles per day with 1 percent trucks (2002 count). The posted speed limit is 55 miles per hour. The existing right-of-way (RW) is sixty feet (60’).
Proposed Project:
This project involves resurfacing approximately 2.8 miles of Station Road, from Crocker Road to SR-82 (Elyria Twinsburg Road) in Columbia Township. The proposed project includes widening lanes to 11 feet (11’) each and adding paved shoulders four feet (4’) wide. The total construction cost is estimated to be $1,534,733. Eighty percent of the construction (C) cost ($1,227,786) can be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($306,947). Construction is estimated to occur beyond SFY 2007.

This project promotes NOACA’s Framework For Action 2025 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System).
This section of Station Road is categorized on the Lorain County Bike Transportation Map for cyclists with intermediate skills.
Move for committee and public review in order to obtain comments.
Additional Staff Comment (since 1/16/04):
Proximity to waterways (Plum Creek and related ditches) requires attention to storm water handling during and after construction. The sponsor should coordinate with the Soil and Water Conservation District for best management practices.
The project proposes the addition of 4’ paved shoulders, which will accommodate experienced and intermediate cyclists.
