Title: Reconstruct Safford Street in Madison Village

History/Background: On October 15, 2007, the Village of Madison passed Resolution No. 45-2007 authorizing and directing the administrator of services to apply to the Ohio Public Works Commission for State capital improvement and/or local transportation improvement program funding for the Safford Road reconstruction project and to execute contracts as required.

The Village of Madison is the sponsor of Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects Earmark No. 2302 (Construct highway-rail crossing safety upgrades at 3 grade crossings - Demo ID ORDC). As a result of the SAFETEA-LU Technical Corrections Act of 2008 (HR 1195); Demo OH 249, the original earmark project description was amended to include “and other road improvements to Safford Street in Madison Village OH” [ref P.L. 110-244, Sec 105(a) (207)].

Current Conditions: Safford Street is functionally classified as a rural local road. It is located one quarter mile east of SR-528 (North Lake Street), near SR-84 (East Main Street), in Madison Village. Safford Street is a two-lane facility with a pavement width of 22 feet. The lanes are 11 feet wide and the sidewalks are five feet wide. The posted speed limit is 25 miles per hour. The sponsor reports the average daily traffic is 200 vehicles per day with no trucks (2005). According to the sponsor, the road has deteriorated beyond repair and requires reconstruction. The existing water and sanitary sewer mains need to be replaced

Proposed Project: This project involves reconstructing approximately 1,100 feet of Safford Street, from the intersection of SR-84 to the Norfolk-Southern railroad right-of-way, in Madison Village. Work will include replacing the storm and sanitary sewer mains, waterline, hydrants and respective service connections. The road will remain two lanes, but with lanes twelve feet wide. The estimated total cost provided by the sponsor is $465,000. The estimated cost of right-of-way is $70,000, to be borne by the sponsor. The estimated cost of construction is $395,000. The earmark total is $240,000. An obligation limit of 91% ($218,400) has been applied to the earmark total. Therefore, anything over $218,400 is the responsibility of the sponsor.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
  • Since Safford Street is a local road, it is not eligible for federal-aid highway funds. As such, the sponsor must pay all costs over the earmark provided through the SAFETEA-LU Technical Corrections Act.
  • Recommend committee and public review in order to obtain comments.
