Intersection Improvements at SR-91 and US-20 in Willoughby

History/Background: In 2004, NOACA completed a safety study for the intersection of SR-91(SOM Center Road) and Euclid Avenue (US-20), recommending various safety upgrades. On September 2, 2008 the City Council of Willoughby (project sponsor) passed Resolution No. 2008-123, authorizing the city engineer to prepare plans and specification for the SOM Center Road/Euclid Avenue intersection improvement project. The NOACA state fiscal years 2008 – 2011 Transportation Improvement Program, dated May 11, 2007 lists a project (LAK SR91/SR283-3.81/0.00: PID No. 82698) involving mill and fill along SR-283 (Lakeshore Boulevard) from the Willowick west corporation line to SR-640 (Vine Street) and along SR-91, from US-20 to the Willoughby north corporation line. The City of Willoughby would like to remove the SR-91 portion of the project from PID No. 82698 leaving SR-283-as a stand alone project under PID No. 82698. Furthermore, the city wants to include the LAK SR-91 portion of the project with PID No. 84346 (i.e. LAK US-20-3.24 Safety Study) because it is in the same area and it is more logical to complete these projects concurrently.

Current Conditions: US-20 is functionally classified as an urban minor arterial. The posted speed limit is 35 miles per hour (mph). The average daily traffic (ADT) is 24,600 vehicles per day with 3 percent trucks (2005 count). There are seven existing lanes of varying widths. The existing pavement width on US-20 is 80 feet. The width of the existing right-of-way is 100 feet. US-20 has five-foot wide sidewalks along its south side.

SR-91 is functionally classified as an urban principal arterial. The posted speed limit is 50 mph. The ADT is 33,510 vehicles per day with 4 percent trucks (2005 count). There are seven existing lanes of varying widths. The existing pavement width on SR-91 is 80 feet, and the existing right-of-way width is 200 feet. SR-91 has five-foot wide sidewalks along the south leg.

Proposed Project: This project primarily involves traffic and pedestrian signal upgrades, and the realignment of the SR-91 southbound approach to provide adequate storage in left and right turn lanes. Additionally, SR-91 will be resurfaced from US-20 to the City of Willoughby north corporation line. The proposed work also includes installing new video detection and signal pre-emption systems, upgrading the intersection with new thermoplastic pavement markings and new approach signing. The estimated construction cost of the project is $1,123,320. According to a letter from ODOT 12 to the City of Willoughby, the City will receive safety funds for construction costs in the amount of $859,320. ODOT will provide $211,200 from its resurfacing program. The City of Willoughby will provide $52,800. This project has an award date of April 1, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goals #1 (System Preservation and Management) and Goal #4 (Transportation Safety).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • NOACA staff completed a safety study at this location in 2004 and recommends that safety upgrades take place.
  • In fiscal year 2010, the pavement condition rating is projected to be 54 on this segment (Poor condition). The NOACA regional pavement management program recommends major rehabilitation for this pavement segment.
  • SR-91 and US-20 carries a total of 28 LAKETRAN buses from route # 2 on an average weekday.
  • This segment experiences congestion. The volume to capacity ratio (V/C) is 1.115. This segment operates at level of service F.

"How much will the proposed project improve the LOS? What will the LOS be in 30 years with and without this improvement? Specifically, how does video surveillance improve the LOS? A project of greater than $1M should be linked to improving the LOS both now and in the future or we will have to do it again too soon. The southbound storage lane increases are a good idea.

With $850K in safety funds to use, one of the safest and greatest benefits would be to incorporate capacity improvements into the proposed project. Either more intersection analysis is necessary or, if done, more detail needs to be given to reviewers." Lake County Engineer Department
