History/Background: This project is included in ODOT District 12’s Bridge program.
Current Conditions: SR-91 is functionally classified as an urban minor arterial north of SR-2 and an urban principal arterial south of SR-2. SR-91 is a four-lane facility. The bridge on SR-91 is a five-lane facility including a turn lane. The speed limit is 35 miles per hour (mph). The average daily traffic (ADT) is 26,224 vehicles per day (2005 count) with five percent trucks. SR-2 is functionally classified as an urban principal arterial (freeways and expressways). The ADT varies between 66,260 and 69,640 vehicles per day (NOACA Lake County Traffic Count Map 2007- 2009).
Proposed Project: The project involves replacing the bridge deck on SR-91 over SR-2 in the City of Eastlake (location map). The estimated total cost of the project is $3,180,000. The estimated cost of preliminary engineering detail design (PEDD) is $270,000. Eighty percent ($216,000) of the PEDD cost will be funded with Bridge (BR) funds. The non-federal share ($54,000) of the PEDD cost will be provided by ODOT. The estimated construction cost is $2,910,000. Eighty percent ($2,328,000) of the construction cost will be funded with BR funds. The non-federal share ($582,000) of the construction cost will be provided by ODOT. The project has an estimated award date of July 1, 2013.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- SR-91 bridge carries five average weekday buses (both directions) from LAKETRAN Route # 11 as of December 2009.
- SR-2 under the SR-91 Bridge carries 10 average weekday buses (both directions) from LAKETRAN Route # 10 as of December 2009.
- According to NOACA’s bridge database, this bridge was last inspected on 12/17/09. It has a General Appraisal rating of 6 (satisfactory condition), has a sufficiency rating of 83.7 (the sufficiency rating is a method of evaluating highway bridge data by calculating four separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. A value of 100 would represent an entirely sufficient bridge while a value of 0 would represent an entirely insufficient bridge). This project is to replace the bridge deck which has a rating of 3, meaning: There are saturated areas on the bottom side indicating the deck is saturated with chlorides. Some bottom spalling may be present. Saturated areas and spalling do not exceed 30 percent of the total deck area.
