The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-012 on March 12, 2004.
Title: Widen Lanes and Shoulders on SR-87 in Middlefield & Middlefield Township

History/Background:
This project is included in the ODOT District 12 Pavement Program.
Current Conditions:
SR-87 (Kinsman Road) is functionally classified as a rural major collector. It is a two-lane facility with lanes eleven feet (11’) wide. The legal speed limit is 50 miles per hour (mph). The average daily traffic (ADT) is 5,580 vehicles per day (2001 count).
Proposed Project:
This project will widen the lanes to twelve feet (12”) and widen the shoulders to eight feet (8’) along 2.74 miles of
SR-87, from west of SR-528 to the Trumbull County line in Middlefield and Middlefield Township. The total construction cost is estimated at $1,100,000. Eighty percent ($880,000) of the construction (C) cost will be funded from State Surface Transportation Program (S/STP) funds. ODOT will fund the 20% ($220,000) non-federal share. The project would be awarded in March 2006.
Staff Comment (Summary):
This project promotes NOACA’s Framework For Action 2025 Plan Goals 3 (Preserve and Improve the Efficiency of the Transportation System), 4 (Establish a More Balanced Transportation System), 6 (Minimize the Adverse Impacts of Additional Capacity) and 10 (Improving Transportation Aesthetics) and ODOT’s “Access Ohio” Goal 2 (Economic Development and Quality of Life) and 4 (Transportation Safety).
Recommend approval of this preservation action.
