The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-078 on 12/08/00
Sponsor: Ohio Department of Transportation (ODOT) District 3 Estimated Total Cost: $528,000 Proposed Source of Federal Funds: ODOT
History/Background: This project is a rehabilitation project. The project will be funded with State Surface Transportation Program (S/STP) funds from ODOT District 3's pavement allocation.
Current Conditions: SR-83 is functionally classified as a minor arterial. The average daily traffic (ADT) is 9,450 - 3% of which are trucks (as per a 1992 traffic count). The facility is typically two lanes. The pavement width is typically 24'. The right of way width is 80'. The operating speed is 35 mph.
There is a 4' paved shoulder on SR-83, from Electric Boulevard to Lake Avenue, which is marked as a bike lane. SR-83 has a 4' paved shoulder, from the south corporation line (SCL) to Walker Road. There is a 4' bike lane on Walker Road, from SR-83 to the Avon Lake ECL.
Proposed Project: The project involves resurfacing, including pavement repair and striping, 2.4 miles of SR-83, from the Avon Lake south corporation line to US-6 (Cleveland-Sandusky Road), in Avon Lake.
The ODOT District 3 production department will prepare the plans for the project. Construction would be scheduled for SFY 2003. Eighty percent of the construction cost will be funded from S/STP funds. Twenty percent of the construction cost will funded by ODOT.

- This roadway is marked "unsuitable" on Lorain bike map.
- Avon Lake is a designated "Bicycle Friendly Community".
SR 83 in Avon Lake has a 4' paved shoulder from Lake Ave. to Electric Blvd., which is marked as a bike lane. There's a 4' paved shoulder from Walker Rd. to the SCL, which isn't in very good condition. Walker from SR-83 to the ECL has a 4' bike lane. There is a 4' sidewalk from Walker Blvd to Coventry Court on the west side of SR-83. The BASC recommends:
At a minimum, the project should resurface the existing shoulder from Walker to the SCL. It would be highly desirable to add a 4' shoulder on SR-83 from Walker to Electric Blvd., which would tie into the shoulder to the south, and the bike lanes on Walker, Electric, and Lake.
