Title: SR-82 Resurfacing in Eaton and Columbia Townships

History/Background: This project is included in ODOT District 3’s Major Rehabilitation Program.
Current Conditions: SR-82 (Elyria–Twinsburg Road) is functionally classified as an urban minor arterial. SR-82 is a two-lane facility with a pavement width of 30 feet, including paved shoulders three feet wide. The lanes are twelve feet wide, and the width of the existing right-of-way is 60 feet. The average daily traffic (ADT) is 10,130 vehicles per day with about six percent trucks (2005). The legal speed limit is 55 miles per hour.
Proposed Project: This project involves the rehabilitating 10.06 miles of SR-82, from SR-57 (Elyria-Medina Road) to the Cuyahoga County line, in Eaton and Columbia Townships. SR-82 will remain a two-lane facility with lanes twelve feet wide and paved shoulders three feet wide. The cost of construction is estimated to be $4,363,515. Eighty percent ($3,409,812) of the construction (C) cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the remaining twenty percent (20%) of the construction cost ($872,703). The project is expected to be awarded by May 2008.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- This has a 2006 pavement condition rating (PCR) of 67-58 (Fair-Fair-Poor) and is projected to have PCR of 60-52(Fair-Fair-Poor) in 2009.
- This section of SR-82 has two 12-foot lanes and 3-foot paved shoulders. However, due to the high ADT and 55 mph speed limit, federal guidelines call for 6-foot paved shoulders for experienced cyclists. However, this is a resurfacing project only. When major reconstruction work is done, wider paved shoulders are recommended. It is recommended to post “Share the Road” signs along the roadway.

At this time, it is recommended to pave the existing shoulders and post “Share the Road” signs along the roadway.
