Title: Reconstruction and widening of SR-82, in Broadview Heights Sponsor: Broadview Heights Name: CUY SR 82 – 9.83 PID No. 20342 Estimated Total Cost: $3,000,000 Proposed Source of Federal Funds: TEA-21 and ODOT
History/Background: This project was originally scoped as a reconstruction and widening to five lanes, extending through North Royalton, Broadview Heights and Brecksville. The scope has been reduced due to the unavailability of funding.
Current Conditions: SR-82 is functionally classified as a principal arterial. The subject section is currently two lanes with turn lanes at the SR-176 intersection , tapering back to two (2) lanes. Land use along SR-82 is a mixture of residential and commercial. The average daily traffic (ADT) is between 14,204 and 17,012 vehicles per day (1997 count). The posted speed limit is 35 miles per hour. There is an average of 27 accidents per year in the project area. The level of service along the project section of SR-82 is currently F. Intersection turning radii are insufficient. Existing pavement lane width (8'-10') is insufficient. The turn lane storage isn't adequate.
SR-176 is functionally classified as a minor arterial. It is two (2) lanes. The average daily traffic (ADT) is between 8,734 and 9,071 vehicles per day (1997 count). The posted speed limit is 35 miles per hour.
GCRTA has fixed route service along SR-82 and SR-176 (Route Nos. 35 and 135).
Proposed Project: This project involves widening and reconstruction of approximately 1.31 miles on SR-82, from Scottsdale Boulevard to Postal Drive and approximately 0.47 miles on SR-176 (at the intersection of SR-82) in Broadview Heights. The work includes reconstruction throughout; added left turn lane from Seneca Boulevard to Postal Drive; and added through lanes from Seneca Boulevard to Town Center Drive.
The total estimated cost is $3,000,000 to be funded with High Priority (demonstration) funds ($2,500,000), State Surface Transportation Program (S/STP) funds ($400,000) and ODOT funds ($100,000). Project would be ready to construct in SFY 2002.

Staff Comment (Summary): Staff recommends approval of this reconstruction work to preserve existing facility and widening components to alleviate congestion at two intersections. Environmental document has been approved by review/permit agencies.

As proposed, this project does not accommodate bicycle travel. BASC recommends instead of sidewalks on each side of the project that 10' shared use asphalt paths be constructed.
