Replace Culvert and Bridge Deck on SR-58 in Pittsfield Township

History/Background: This project is listed in ODOT District 3 Maintenance Program.

Current Conditions: SR-58 (Ashland-Oberlin Road) is functionally classified as rural minor arterial. SR-58 is a two-lane facility with lanes 12 feet wide, bituminous shoulders two and a half feet wide and aggregate treated shoulders two feet wide. The width of the existing right-of-way is 175 feet and the width of the bridge is 40 feet. The speed limit is 55 miles per hour. The average daily traffic on SR-58 is 9,580 vehicles per day with 5 percent trucks (2008 count).

Proposed Project: This project involves a culvert replacement on SR-58, 0.21 mile north of Webster Road and the replacement of the bridge deck on SR-58 over the West Branch of the Black River, 0.42 mile north of Webster Road, in Pittsfield Township (location map). The estimated total cost of the project is $1,216,265. Eighty percent ($973,012) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will fund twenty percent ($243,253) of the construction cost. This project has an award date of October 3, 2011.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The most recent information NOACA has for this structure is from 7/17/07. The general appraisal for this structure was 5 (fair condition – “all primary structural elements are sound, but sound, but may have minor section loss, cracking or spalling. Secondary elements may have significant deterioration.”) Part of this project is to replace the bridge deck. This structure had a floor rating of three (three out of four, with four being the worst rating).The definition of a deck rating of four is “Saturated areas on the bottom side indicating deck is saturated with chlorides. Some bottom spalling may be present. Saturated areas and spalling not exceeding 30% of total deck area.”
