SR-58 Resurfacing in Lorain

History/Background: This project is included in ODOT District 3’s Urban Paving Program.

Current Conditions: SR-58 (Leavitt Road) is functionally classified as an urban principal arterial. The number of lanes and pavement width varies on SR-58 from two to five lanes depending on the roadway segment. Generally, the pavement width is 54 feet with four lanes 12 feet wide and shoulders three feet wide. Sidewalks in curbed areas are 4 feet wide. The width of the existing right-of-way is 60 feet. Average daily traffic (ADT) is 8,130 vehicles per day with about two percent trucks (2005). The legal speed limit varies from 25 to 40 miles per hour, depending on roadway segment.

Proposed Project: This project involves the resurfacing 2.89 miles of SR-58, from the City of Lorain south corporation line to US-6 (West Erie Road). The construction cost is estimated to be $1,298,337. Eighty percent ($1,038,669) of the construction (C) cost will be funded with State Surface Transportation Program (S/STP) funds. The City of Lorain will provide the remaining twenty percent ($259,667). The project has an estimated award date of January 1, 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) ranges from 57-62 (Fair-Poor) and is projected to degrade to 49-53 (Poor) in 2009.
  • SR-58 (Leavitt Rd) carries between 16 and 48 Lorain County Transit (LCT) buses (16 north of SR-1/ 48 north of Cooper Foster Park Rd/ 31 north of the Super K entrance) on 4 LCT routes (31, 41, 42, 51).
  • This section of SR-58 is categorized as for experienced cyclists only on the Lorain County Bike Transportation Map.
  • Most of this section of roadway is characterized by four 12 foot lanes with 2-3’ paved shoulders and no curbs. When major reconstruction work is done, provide at least 4’ wide paved shoulders. At this time, it is recommended to pave the existing shoulders and make them 3’ where they are only 2’.

  • Lorain County government supports the resurfacing project on SR58. The public needs this highly utilized section of highway to be in excellent shape in order to advance the call for additional private sector development funds into the general area. This is a primary arterial to the soccer academy recently formed in Lorain. - Lorain County

Most of this section of roadway is characterized by four 12-foot lanes with 2-3’ paved shoulders and no curbs. When major reconstruction work is done, provide at least 4’ wide paved shoulders. At this time, it is recommended to pave the existing shoulders and make them 3’ where they are only 2’, and install "Share the Road" signs.

Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
